Market Consultation for BDI Association Service Tender

The Connekt Foundation and the Digital Infrastructure Logistics program are seeking market advice to prepare a tender for the first BDI Association Service.

For this reason, the Connekt Foundation launched a market consultation on Monday, June 23, 2025, via TenderNed, the Dutch government's procurement portal. Essentially, the question is: what form(s) of service should the BDI Association Service provide?

BDI Association and BDI Association Service

Digital business according to the BDI (Basic Data Infrastructure) is based on groups of organizations that make agreements together. These organizations establish an 'association'. This is a legal entity that provides the foundation for digital trust within a self-chosen business network of companies and government bodies. Data is exchanged within and between associations using the BDI framework of agreements. The association includes, among other things, membership administration and plays a role in checking the identities and authorizations of parties wishing to share data. These associations, in turn, require service providers (BDI Association Service) to provide operational services, such as a support desk and IT resources.

Step 1: Information Sessions

The first step in the market consultation consists of information sessions to outline the context for interested parties. The sessions have the same content, so interested parties only need to attend one:

  • Thursday, July 3, 2025, starting at 10:00 AM. Location: Connekt, Ezelsveldlaan 59 in Delft
  • Thursday, July 10, 2025, starting at 10:00 AM. Location: Connekt, Ezelsveldlaan 59 in Delft
