‘Measuring and Improving CO2 Emissions’ helps logistics companies map their CO2 emissions and structurally reduce them.
Published on June 30, 2025The logistics sector faces major challenges: increasing pressure to become more sustainable in an increasingly complex operation due to rising demands, road congestion, and shortages of skilled personnel. To support companies in structurally reducing their CO2 emissions and improving their efficiency, Connekt is launching the ‘Measuring and Improving CO2 Emissions’ program on behalf of the Ministry of Infrastructure and Water Management. This initiative offers logistics companies practical tools and guidance to gain insight into their emissions, optimize processes, and prepare for the future. By signing the plan, Connekt and the Ministry of Infrastructure and Water Management officially gave the green light for the Measuring and Improving CO2 Emissions program.
Background: truck levy and sustainability in logistics
The reason for this program is the introduction of the truck levy as of July 1, 2026. Through the revenue recycling scheme, the net proceeds from this levy are used by the ministry to support entrepreneurs in making freight transport more sustainable and innovative. The Revenue Recycling Scheme consists of various measures; for the ‘logistics efficiency’ component, Connekt has been asked to develop and implement the Measuring and Improving CO2 Emissions program, with the aim of: structural CO2 and mileage reduction in road transport.
Measuring and Improving CO2 Emissions focuses on:
- Providing new, detailed insights into logistics operations to as many companies as possible.
- Transferring knowledge and expertise to ensure that improvements are sustainable.
- Scaling up a proven carbon footprinting method, with extra attention to indicators such as load factor and the percentage of empty kilometers.
What are the benefits for logistics companies?
The program has been developed for logistics companies that want to take concrete steps towards a future-proof operation. The benefits at a glance:
- Better control over operations: By gaining insight into CO2 emissions, load factor, and empty kilometers, companies gain more control over their processes. This leads to higher margins, lower CO2 emissions, and fewer kilometers driven.
- Guidance: Experts guide companies in setting up periodic reports, improving data quality, and establishing a continuous improvement process.
- Practical and proven: The approach is based on years of experience with more than 1,500 companies. We use internationally recognized methods, such as the COFRET method (ISO standard). This approach makes it possible to calculate CO2 emissions per order and use them as an indicator of efficiency.
- Alignment with new legislation and challenges: The program aligns with European legislation such as the mandatory CO2 reporting for the Corporate Social Responsibility Directive (CSRD) and the voluntary version for the Voluntary Sustainability Reporting Standard for SMEs (VSME). In addition to insight into CO2 emissions, the program also helps logistics companies gain control over loading, with the use of the new Load Performance Indicator.
