Successful start for the Measuring and Improving CO2 Emissions program

Published on November 19, 2025

For both large and small logistics companies

Auke Annema, program manager of the Measuring and Improving CO2 Emissions program, is pleased with the number of parties that have signed up so far. “We only started at the end of September. The fact that more than thirty large and small logistics companies have already registered is a great achievement. It shows that this topic is very much alive in the market. The program is specifically intended for companies with fewer than fifty of their own vehicles in vehicle categories N2 and N3 and a smaller logistics operation, so I particularly want to encourage them to participate. We still have plenty of room to help more companies, so be sure to sign up while spots are available.”

Successful approach

"In practice, we see that companies often find it difficult to gain insight into their CO2 emissions and the possibilities for working more efficiently," says Annema. "At the same time, many solutions have already been developed in recent years to work smarter and reduce CO2 emissions. With the Measuring and Improving CO2 Emissions program, the Ministry of Infrastructure and Water Management wants to make these solutions accessible to everyone. We use a successful approach that has already been proven in practice at 1,500 logistics companies. The program offers free personal guidance and support from experts. In two of the five steps, a contribution is only requested from companies that do not yet have software to map CO2 emissions."

Step-by-step control of your operation

In this program, companies look at their efficiency from the perspective of CO2 emissions and loading. High CO2 emissions per order can indicate high fuel consumption, many kilometers driven, and therefore high costs. If companies know which orders have high CO2 emissions, they may be able to make their operations smarter. This program helps them gain more control over activities by providing insight into CO2 emissions.

Measuring and Improving CO2 Emissions consists of five steps. A test determines the company's current situation and which step to start with. This ranges from CO2 reporting and good data quality to continuous self-improvement, collective improvement, and even more data, even more control. An advisor helps to investigate and improve business activities, so that companies work increasingly smarter and more sustainably, with higher margins.
